With reference to your Major-Gen Cassatt's despatch No 295 of the 7th of July last, I have the honour to transmit to you a copy of a letter from Dr. H. Benson, from which you will see that he considers that Mr J. Carroll is not fit for further service in Hong Kong.

I should be glad if you would instruct the Auditor as soon as possible as to the payment of Mr Carroll's pension and would inform me of the manner in which you would propose to fill the vacancy caused by his retirement.
4. Pending the settlement of his pension, the Colonial Auditor have been instructed to issue to Mr Carroll from the 1st proximo an alimentary allowance at the rate of $500 a year at 3/5 the dollar, subject to adjustment hereafter, if necessary.
